Enacted
New builds must comply with NZEB (Nearly Zero Energy Building) standard — BER A2 required for all new residential planning permissions granted from November 2019.
2025 — Now
Proposed
New rental tenancies: BER C or higher required under the Housing for All action plan. Applies to new tenancy agreements from 1 January 2025. Existing tenancies are not yet affected.
2028
Draft
Irish government target: all rental properties BER C+, including existing tenancies. Not yet enacted in legislation — watch for updates to the Residential Tenancies Acts.

EU EPBD
EU Energy Performance of Buildings Directive: all rental properties must meet minimum EPC Class E (equivalent to BER F or better) across all EU member states.
